Project Description:
The Chula Vista E Street Station is an intentionally designed transit-oriented that seeks to provide better connection: both to the city and between the multigenerational populations that live there. The San Diego Trolley Blue Line runs north-south on the west side of the development and will be bolstered by a parallel boardwalk. The north end of the site is owned by the Metropolitan Transit System (MTS) and the south is owned by the City of Chula Vista.
At the north end of the site, the Senior Affordable complex faces E Street and rests on two podium levels of parking and has 152 one-bedroom and studio units over five floors. The building encloses an open-air Nourish Courtyard, which will feature community garden space and relaxation areas. To the building’s south is the Village Green, designed with decorative paving, shade trees, seating, container planting with seasonal color, festive lighting and a water feature that animates the space. To the east, both buildings will be conveniently served by a ride-share drop-off.
The Family Affordable Building likewise rests on two podium levels of parking with five residential stories. The ground level is served by a variety of retail and community spaces. The building will comprise 195 units of one-, two-, three-, and four-bedroom configurations. The Family Affordable complex features two courtyards. The Rest Courtyard to the north will serve as a cooking, dining, and lounging area, while the Play Courtyard enables family-oriented recreation with a playground and rubberized surface.
The south end of the MTS-owned site is articulated by the Transit Plaza. This incorporates the existing bus drop-off fed by Bayfront Station Road and will feature a micromobility station that serves city-owned bicycles and scooters. There is also space designated for the community’s needs and provides an opportunity for a potential storage, bike repair, or bike shop.
The City-owned property begins with the parking lot of 89 spaces. This space can be transformed into a community hub that hosts Farmers Markets or social gatherings. The lot is bordered by the Market-Rate Wrap Building and Parking Garage, which comprises 223 units of studio, one- and two-bedroom configurations. The Garage features 370 parking spaces over four levels. A Roof Garden rests on top of the garage and is an active, social area. The complex features an enclosed courtyard on the west side, as well as seating areas along the Boardwalk and a pool area with shading and lounge chairs.
The Business Hotel at the far south end will share a rideshare drop-off that is accessible and convenient for both the hotel and the market-rate housing. The hotel will contain 128 keys and offer visitors superb transportation options to the San Diego-Chula Vista area.
This development acknowledges the fundamental need for better connection while embracing the differing travel modalities. The development also emphasizes shared space that is multivalent and can offer residents meaningful opportunities for connection. Ultimately, the goal of this project is to bring people closer to their community and communities closer to their people.

Chula Vista Design for Integration:
Integration starts by bringing together a multigenerational community on one site for the Chula Vista TOD. Two primary components include Family and Senior Affordable Housing. The design a variety of different gardens, recreation spaces, and rest areas where these populations can spontaneously gather and socialize. Residents can gather at the Senior Building’s Village Green which thoughtful landscape and hardscape with a water feature and ample shading to create a relaxing atmosphere, the Family Affordable Rest Courtyard, which serves as a cooking, dining, and lounge area, and the Family Affordable Play Courtyard, which enable recreation, including a rubberized surface playground where kids can meet and play.
Chula Vista Design for Equitable Communities:
The Chula Vista TOD designs seeks equity in design primarily through its proximity to public transportation and its support for micromobility. The community is served by the San Diego Trolley Blue Line, which runs north-south on the west side, and is bolstered by a parallel boardwalk that facilitates both pedestrians and micromobility users. The Transit Plaza incorporates the existing bus drop-off fed by Bayfront Station Road and will feature a micromobility station that serves city-owned bicycles and scooters.
